About the Seminar
When bad things happen, you and your company need to be prepared to respond and recover as quickly as possible. In this half day of training on DHS’s National Incident Management System (NIMS) and Incident Command System (ICS), you will be able to apply concepts to improve and accelerate your decision making process, improve your situational assessment, improve your response management and improve your recovery from local incidents or adverse events. You’ll be better prepared to respond and recover in a time of crisis and be able to best support the public sector response in that time of crisis.
This is not an offering of the DHS NIMS/ICS certification courses, but a course designed to bridge the gap between the private sector and the public sector. The public sector uses NIMS/ICS to manage in times of crisis, this course details how the private sector can utilize NIMS/ICS best practices to better manage through a crisis and to better integrate and support the public sector response.
Specifically, you will learn about:
· The National Response Framework (NRF) Emergency Support Functions (ESFs) and support annexes – with emphasis on the Critical Infrastructure/Key Resource support annex.
· The NFR’s relationship with NIMS or the NIMS doctrine
· How the use ICS in the private sector can improve public sector first response
· The National Infrastructure Protection Plan (NIPP) risk management framework and its relationship to the Automated Critical Asset Management System
The NIPP and the NRF provide a comprehensive, integrated approach to addressing key elements of the Nation’s homeland security mission to prevent terrorist attacks, reduce vulnerabilities, and respond to incidents in an all-hazards context. The NIPP establishes the overall risk-informed approach that defines the Nation’s steady-state posture with respect to CIKR protection and resiliency, while the NRF and NIMS provide the overarching framework, mechanisms, and protocols required for effective and efficient domestic incident management. The NIPP risk management framework, information-sharing network, and partnership model provide vital functions that, in turn, inform, enable and improve incident management decisions and functions.

About the Instructor
Steve Pappas has served in both the public and private sectors throughout his career. As an officer in the United States Army he was involved in tactical operations, logistics, training, exercises and the introduction of emerging technologies into the United States Army Armor force. He was honorably discharged in 1996 as a Major. He has also worked closely with U.S. defense contractors for over 20 years. Mr. Pappas has written a variety of USEPA, FEMA and OSHA regulatory compliant programs and has lectured on a variety of security and safety related topics at the state and national level for over 15 years. Mr. Pappas is currently revising county Comprehensive Emergency Management Plans or CEMPs within Indiana Department of Homeland Security’s District 5.
Mr. Pappas has interfaced with state and local government focusing on safety and security issues, emergency preparedness, mitigation, response and recovery operations for over 20 years. In 1997 Mr. Pappas was elected Chairman of the Johnson County, Indiana Local Emergency Planning Committee (LEPC). For over eight years, he developed, implemented and acted as the facilitator in annual tabletop exercises designed for local emergency responders in the Johnson County area. In 2001, he was appointed Deputy Director of the Emergency Management Agency for Johnson County, Indiana. In 2003 he planned and facilitated a full scale exercise with the Johnson County, Indiana LEPC, a local water utility and first responders to a simulated chlorine release from a water treatment plant.

Mr. Pappas has served over five years as the President of the Indiana InfraGard chapter. InfraGard is comprised of individuals in academia, law enforcement, critical infrastructure sectors, business and government who are dedicated to sharing information and intelligence to prevent hostile acts against the United States.
